Santa Fe Forward, formally known as the City of Santa Fe’s General Plan, is a long-term policy framework that will be updated to guide the city’s future development and priorities through 2050. Guided by broad, equitable, bilingual, and collaborative public engagement efforts, it will outline a shared vision, key goals, policies and strategies to address the community’s needs in areas including, but not limited to, land use, housing, transportation, public services, and sustainability.

The current General Plan Update was adopted in 1999 – over 25 years ago. Although many values from that plan are still relevant today, this is a great opportunity for an actionable framework and updated vision that aligns with modern goals and equitable/sustainable strategies that are reflective of today’s Santa Fe and modern-day challenges.

    A clear guiding statement that reflects the city’s long-term aspirations, with measurable goals and specific policies to achieve them.
  • Land Use and Development
    A land use map outlining the distribution of land uses and regulations that guide development in different areas of the city.
  • Housing, Neighborhoods, and Transportation
    Strategies for meeting housing needs, ensuring inclusive and affordable housing, and coordinating land use with multimodal transportation options to enhance connectivity.
  • Natural Environment and Climate Change
    Measures to protect the environment, reduce greenhouse gas emissions, and plan for climate change mitigation and resilience.
  • Public Services, Facilities, and Culture
    Plans for public infrastructure and services, including parks, libraries, utilities, and cultural facilities, to support a growing community.

This initiative is being led by the City of Santa Fe, supported by expert consultants from WSP, Leland Consulting Group, and Design Workshop. The Land Development Code, which is a separate effort occurring in parallel with Santa Fe Forward, is being led by the City of Santa Fe with Clarion Associates.

Your input will help create a stronger, more inclusive plan for Santa Fe’s future.

Community input is critical for the City of Santa Fe to determine how the city should develop over time. Your input will help identify priorities, challenges, and opportunities that matter most to the people who live and work in Santa Fe. This can include the areas that you think require more housing, areas that lack greenspace, areas with a lack of transportation options, and more. The Get Involved page will be a great way for you to share your thoughts! Your input will influence decisions made throughout Santa Fe Forward.

The City will work with the community over the next few years to update its General Plan. At the end of that process, the final plan will go to the Governing Body for their review which will determine whether it gets adopted.

Santa Fe Forward is happening alongside a multi-phase update to the Land Development Code (LDC), Santa Fe’s legal structure for implementing planning policies. The LDC will provide consistent, user-friendly regulations that include the best contemporary planning practices as it relates to historic preservation, housing, land use and more.

While these are two different plans, the Santa Fe Forward project team is expected to collaborate with the Land Development Code update project team across all three phases.

Community Partner Program

Funding Opportunity for Community-Based Organizations (CBOs)!

Community Partner Mini-Grant Applications are Now Closed.

Thank you to all the community-based organizations (CBOs) that applied to become a Santa Fe Forward Community Partner. We received a strong response from groups dedicated to serving and representing Santa Fe’s diverse and historically underrepresented communities. Through this initiative, selected CBOs will receive mini-grants of up to $5,000 and work closely with the City to support meaningful engagement, share project updates, and gather valuable public input to help shape Santa Fe’s General Plan Update. Eligible CBOs must serve and/or represent at least one equity-focused community which may include, but are not limited to:

  • Indigenous communities, with a key focus on Pueblos around Santa Fe
  • Multilingual and multicultural groups and businesses
  • People with disabilities
  • Communities with limited English proficiency (LEP)
  • Individuals and families experiencing houselessness
  • Immigrants and refugees
  • Young people, groups, and students
  • Older adults
  • Modes of transportation (people who walk, bike, use public transit, and/or use mobility devices)
  • Neighborhood associations within equity-priority areas
  • Economic development and small business development
  • Arts and culture organizations
  • Environmental quality, environmental justice, and climate change organizations
  • Housing groups and organizations

The City of Santa Fe is now conducting a competitive selection process to identify up to ten (10) Community Partners. Selected organizations will receive mini-grants and collaborate with the City to support inclusive engagement for Santa Fe Forward.

Selection Process Overview:
  • Application Review: All submissions are being evaluated based on outreach capacity, community connections, and demonstrated commitment to equity.
  • Interviews: Shortlisted applicants may be invited for a brief interview to discuss their proposed engagement approach.
  • Selection & Onboarding: Final selections will be made by May 2025. Chosen organizations will sign a partnership agreement, participate in onboarding, and begin outreach efforts.

Mini grants are issued based on a tiered system, allowing organizations to select a level of participation that aligns with their staffing and resources. All CBOs will be required to track and communicate their labor hours committed towards Santa Fe Forward outreach efforts. This program will provide funding for up to ten (10) CBOs.

Tier 1 Deliverables ($1,000) include, but not limited to:

  • Distribute and promote Santa Fe Forward updates, events, and surveys provided by the project team across communication platforms, including website, newsletters, mailers, and social media, at least once a month and/or when requested
  • Co-host at least one community conversation or listening session with your members/clients

Tier 2 Deliverables ($3,000) include, but not limited to:

  • Distribute and promote Santa Fe Forward updates, events, and surveys across communication platforms, such as website, newsletters and social media, at least once a month and/or when requested
  • Set up at an informational table and gather public input at a community or pop up event
  • Co-host at least two community conversations or listening sessions with your members/clients

Tier 3 Deliverables ($5,000) include, but not limited to:

  • Distribute and promote Santa Fe Forward updates, events, and surveys across communication platforms, such as website, newsletters and social media, at least once a month and/or when requested
  • Set up at an informational table and gather public input at two community or pop up events
  • Co-host at least three community conversations or listening sessions with your members/clients
  • Attend and participate in up to two policy workshops led by the project team

Technical Working Group

The Technical Working Group (TWG) consists of fifteen (15) individuals with technical knowledge or lived experience related to the various key elements of the General Plan. Selected members will advise on policy development, help guide engagement strategies, and support the creation of a long-term, community-informed vision for Santa Fe.

Previous Meetings

TWG Meeting #1

The TWG held its first meeting on Friday, June 6, 2025 from 911:30am at the Santa Fe Community Convention Center.

At this meeting, the TWG went through introductions, learned about purpose of Santa Fe Forward, discussed the project’s Public Engagement and Communications Plan (PECP), and reviewed preliminary findings from the draft assessment report.
